村镇建设用地节约集约利用自然效果评价

摘要:
为探索有效的节地措施,采用统计评价法和案例分析法,建立村镇建设用地节约集约利用自然效果评价的方法体系,并选取四川省金堂县竹篙镇和凤凰村为示范区进行实证研究。结果表明:竹篙镇总体规划和建设用地利用现状、凤凰村建设用地利用现状的节地效果综合评价分值分别为87.29%、61.84%和44.45%,依次为优、较好和较差。分析单项评价结果,影响竹篙镇节地效果的主要因素有综合建筑容积率、人均住宅建筑面积和人均公共绿地面积;建议规划期内要防止过度开发住宅商品房,进行建设用地内涵挖潜,优化用地结构;影响凤凰村的主要因素有户均宅基地面积、综合服务设施用地面积和多个生态环境改善效果指标;建议缩减人均用地面积和改善人居环境。二地均需加强综合服务设施建设。

Natural effect evaluation of construction land economical and intensive use in villages and towns

Abstract:
This paper is concerned on the methodology for exploring effective measures of economical and intensive use of construction land in rural area.The statistical methods and case analysis were used.The synthetical evaluation scores of intensive land use effect were 87.29% of Zhugao town general plan,61.84% of Zhugao town construction land use status and 44.45% of Fenghuang village construction land use status,indicating best,better and bad effect in land saving.The main factors affecting the intensive use effect of Zhugao town were floor area ratio,per capita housing construction area and per capita public green area.Much attention should be paid on preventing excessive development of residential real estate during the planning period,tapping the potentialities of construction land and optimizing land use structure.The main factors affecting the Fenghuang Village were household homestead area,the land level of commercial and public service facilities and several ecological improvement effect indexes.It could be meaningful to reduce per capita land area and improve the living environment.Both should strengthen the integrated service facilities.
